To improve digital literacy in rural India by March, 2019 PMGDISHA has been launched with an initial outlay of Rs.2, 351.38 crore under the financial budget 2016-2017.

PMGDISHA is expected to be one of the largest digital literacy programmes in the world.

The implementation of the Scheme would be carried out under the Ministry of Electronics and IT in collaboration with States/UTs through their designated State Implementing Agencies, District e-Governance Society etc.

 Some related facts:

  • 6% of rural households have a computer according to the 71st NSSO Survey on Education 2014. This means that more than 15 crore rural households interchangeably 94% of 16.85 crore households do not have computers.Thus a significant number of these households are yet to be digitally literate.
  • Under PMGDISHA, 25 lakh candidates will be trained in 2016-17 followed by 275 lakh in the FY 2017-18 and attain a target of 300 lakh in the 2018-19.
  • The PMGDISHA being initiated under Digital India Programme would cover 6 crore households in rural areas to make them digitally literate.

Features of this scheme:

  • To ensure equitable geographical each, each of the 250,000 Gram Panchayats would be expected to register an average of 200-300 candidates.
  • Empower the citizens by providing them access to information, knowledge and skills for operating computers / digital access devices.

Conluding Remark: Previously BHARATNET project has not been able to provide broadband connectivity to rural panchayats yet and PMGDISHA is just another plan in same prospect. The ultimate burden will be weighed upon infrastructure availability and therefore stringent regulation and implementation needs to be taken care of. World Economic Forum’s Annual Network Readiness Index which assess the information and the communication capability of 140 nations, ranked India at 68th position in the year 2013 but in 2016 India has slipped to 91st.Therefore it is very important to pace up the digital penetration in rural sectors of the country as well as upgrade the urban sectors too. People need to be trained on how to protect their financial information when the use computers or other devices for various transaction.

i am scoring 90 according to bpsc answer key.i belong to gen category . i have challenged 5 questions(LPG,KING KHARWELA,UNFCCC,PARTICULATE MATTER,AND SEAT OF AN MP).please tell me whether i should focus on mains.this is because upsc pre is scheduled on 18 june and currently facing dilemma regarding allocation of time.please reply as it will be helpful during last hours of preparation
