Ad Hoc Committee on Review and Reform has been established with India as the Chair and Angola as vice chair to review the main documents of KPCS to improve both administrative and financial functioning.
What does Ad Hoc committee mean?
The difference between normal and ad hoc committees is the form of debate. In a normal committee, a delegate submits a resolution and the committee debates on the resolution. In an ad hoc committee, you do not start with a resolution. The committee starts with a blank sheet and through amendments containing clauses the committee as a whole writes a resolution.
This requires more lobbying and 'people skills' and is therefore more challenging than a normal committee. It is also necessary for the delegates to work better together in order to book results. This causes more binding between the delegates of the ad hoc committee.
What is Kimberly Process Certification Scheme (KPCS)?
It is a joint Government, International Diamond Industry and Civil Society initiative to stem the flow of Conflict Diamonds (rough diamonds used to finance the conflicts and topple the established government.
A certification scheme for rough diamond, started in 2003 after the United Nations General Assembly adopted a landmark resolution in 2000 supporting the creation of an international certification scheme for rough diamond. It also finds mention in the United Nations Security Council resolutions.
KPCS enables the participating countries to certify the shipment in rough diamonds as ‘conflict-free’ and prevent entrance of conflict diamonds in legitimate trade.
According to the KPCS terms, member states have to meet the ‘minimum requirements’ and also put in place national legislations and institutions, export, import and internal controls, commit to transparency and exchange of statistical data.
What was the need?
India is one of the founding member of KPCS. At present, KPCS has 54 members representing 81 countries including the EU with 28 members.
India has also been appointed as the Kimberly Process (KP) Vice Chair for 2018 & Chair for 2019 in the last plenary held in Dubai.
The need for reform in KPCS had risen due to increasing concerns over the continuation of KPCS’s mission for delivery of its commitment to regulate the trade in rough diamonds.
The committee will start its review from 2018 to make changes to the core document, improve the certification process and strengthen KPCS.
Concluding Remark: The Indian representation at the meet emphasized on the guidelines for reconciliation in the working group on statistics and framework for information sharing in KPCS to eradicate the scourge of forged certificates of KPCS and to make it more secured.
India proposed a system of procedure to make the peer review visits more professional and administratively efficient. Members were encouraged for introduction of measures of enforcement like My KYC Bank to enhance responsible sourcing in terms of ensuring financial transparency and giving technological solutions for differentiation between natural and lab grown diamonds by introducing affordable machines for detection to the industry.
