PATNA: The economic growth of Bihar has been very impressive in last several years . During the Eleventh Plan period, it had reflected the growth of 11.95 percent annually.
The ultimate objective of economic development is welfare of all the sections of the society including people to productivity.Towards this goal, the endeavour of the Bihar government has been to associate all people, particularly under-priviledged section of the society, as beneficiary of the robust growth process it requires the development of the social sector and ensuring the pro people efficient service delivery mechanism.
As a result of bifurcation of the state, the present Bihar is devoid of mineral resources and an industrial base. Thus, for continued economic and social development, it has to depend on its fertile land and human resources.
For developing its human resource, Bihar government is strengthening the social sector which includes health, education and some essential welfare programmes like Public Distribution System (PDS).
All these services together ensure that the growing population of Bihar is healthy, educated, skilled and empowered both socially and economically, to ultimately become productive workers and responsible citizens.
A necessary requirement for improving the functioning of the social sector is provision of
adequate budgetary resources for the sector.
The expenditure on social services is growing annually at around 21 percent, in both Bihar and all-states. The share of social services in total expenditure is little over one-third, again both in Bihar and all states. However, it should be noted that the per capita expenditure on social services in Bihar is barely half of the all-India level. The budgetary constraint is standing in the way of enhancing further the expenditure on social services in Bihar.
