For an overall improvement of political and economic coordination between Afghanistan and neighboring countries an initiative was undertaken in 2011.

Recently on 3-4 December, 2016 was concluded in Amritsar and was inaugurated by the president of Afghanistan Mr. Ashraf Ghani and prime minister of India, Narendra Modi co-chaired by finance ministers of India, run Jaitely and his counterpart minister of foreign affairs, Salahuddin Rabbani.

Inception of the conference: In total there are 14 member countries: Afghanistan (permanent chair) Azerbaijan, China, India, Iran, Kazakhstan, Kyrgyzstan, Saudi Arabia, Tajikistan, Turkey, Turkmenistan and UAE. Supported by almost 20 other countries including United States and over 13 international organizations.

Amritsar Declaration, 2017:

  • Terrorism-main challenge and members agreed upon to tackle any kind of terrorism strictly condemning Pakistan for assisting in terrorist activities.
  • Commitment to Universal Declaration of Human Rights.
  • Moving jointly on the line of territorial integrity, sovereignty, independence and equality of nations as propagated in the United Nations Charter.
  • Safeguarding the cultural heritage of the region to drive economic and social development.
  • Promoting trade and removing any sort of hurdles or barrier.
  • Combating production and cultivation of opium in Afghanistan.
  • Controlling drug trafficking and demand in the region and beyond.

Participation by India:

  • Catering to connectivity since Afghanistan depends on the Pakistani port of Karachi that allows a limited amount of goods overland through Pakistan into India, and imports from India are not allowed along this route.
  • Financial aid of $1 billion to Afghanistan- to improve infrastructure and socio-economic upliftment.
  • A bilateral meeting between nations proposed.
  • Facilitation of an air corridor to boost trade between the two countries.

Conclusion: It concluded with strong commitments to combat any kind of terrorism and formulating a strategic vision oriented for futuristic development in all socio-economic spheres.
