
The Constitution of India provides parliamentary form government with cabinet as a real executive. The cabinet is headed by prime minister and responsible for the entire administration of the government of the country. The cabinet is assisted by cabinet secretariat, which is basically a staff agency to union cabinet. It operates under the direction of the prime minister. It has an important coordinating role in the process of policy making at the highest level in the central government. The cabinet secretariat enjoys the status of a department of the government of India under the allocation of the business rules 1961. It is headed politically by the prime minister and administratively by the cabinet secretary.
The cabinet secretary being the administrative head attends the meeting of the cabinet and is present in the all council of committees. He provides assistance to the council of ministers, acts as the chief adviser and conscience keeper of the civil services, handles senior appointments, prepares of the agenda of the cabinet, acts as the chairmen of the committee of secretaries on administration, acts as the chairman of the chief secretaries committee and provides an element of continuity and stability.
The cabinet secretary is always close to the prime minister, who in fact, is the official under whom the cabinet secretariat works. As cabinet services secretary, he is the ex-office chairmen of the civil services board and thus he is the head of the Indian administrative services. The incumbent normally has the tenure of 2 to 3 years. He is , in fact, the most powerful bureaucrat of the India.
